The words on this site, in plain English.

If a term here is unclear, or missing, ask us.

AP1000
A pressurized-water nuclear reactor design certified by the Nuclear Regulatory Commission. Each unit produces roughly 1,090 to 1,110 megawatts of electricity, depending on the site.
Capacity
The most power a plant can produce at one moment, measured in megawatts or gigawatts. Proposed capacity is not built capacity.
Capacity factor
The share of its maximum possible output that a plant actually produces over a period of time.
Combined license
A Nuclear Regulatory Commission license to build and operate a nuclear plant at a specific site.
Decommissioning
Safely retiring a nuclear plant at the end of its life. Licensees are required to provide assurance that the money to do it will be there.
Design certification
Nuclear Regulatory Commission approval of a standard reactor design. It does not approve any site. Each site still needs its own license.
Dry cask storage
Sealed steel and concrete containers used to store used nuclear fuel on site, under Nuclear Regulatory Commission license, after it has cooled in a pool.
Early site permit
Nuclear Regulatory Commission approval that a site is suitable for a nuclear plant, granted before a license to build.
Emergency planning zone (EPZ)
An area around a nuclear plant where emergency plans are required. The plume exposure pathway zone extends about 10 miles; the ingestion pathway zone extends about 50 miles.
Exclusion area
Land around a plant where the licensee controls access. For Prosperity One it has not been defined.
Gigawatt and megawatt
Units of power. One gigawatt is 1,000 megawatts.
Interconnection
The process of connecting a new power plant to the grid. For this region it is studied and decided by PJM.
Kentucky Nuclear Energy Development Authority
A state body created by Senate Bill 198 in 2024.
Industrial revenue bond
A financing tool sometimes used for Kentucky projects, often paired with a negotiated payment in lieu of taxes. None exists for Prosperity One.
Nuclear Regulatory Commission
The federal agency that licenses and inspects commercial nuclear power plants.
Nuclear-Ready Community
A Kentucky program of public education and local readiness under Kentucky Revised Statutes 164.2804. Lewis County has begun the process; the designation has not been awarded. It does not approve any project, site, company or technology.
Passive safety
Safety systems that rely on gravity, natural circulation and condensation rather than pumps and generators.
Payment in lieu of taxes
A negotiated payment that replaces some or all ordinary property taxes. None exists for Prosperity One. We will publish any draft agreement before approval.
PJM Interconnection
The regional grid operator. It forecasts demand, runs capacity auctions and studies requests to connect new power plants.
Pressurized-water reactor
The most common type of reactor in the United States. Water kept under pressure carries heat from the reactor to make steam that turns a turbine.
Thermal plume
The area of warmer water downstream of a plant’s discharge into a river. Limits are set in a state discharge permit.
Used fuel
Fuel that has come out of a reactor. It is stored in pools and then dry casks on site. With no national repository, it may stay on site for decades.
Viewshed simulation
A labeled picture showing what a proposed structure would look like from a given place, such as Vanceburg or Route 8.
